business correspondent for u.s. news and world report, rick newman, and author of rebounders, how winners pivot from setback to success. talk about the debt ceiling for us, first of all, welcome. talk about the debt ceiling and how it affects us. we here horror scenarios about the red -- credit rating. >> one good thing you can say about reaching the debt limit is it's not a surprise. everybody has known this is coming up. the government will continue to function for a couple more months. emergency measures will be used to keep the money flowing, so to speak. this is unrelated to the fiscal cliff, so it's an additional problem that everybody has to deal with. of course the worst thing is we know how horrible it was the last time the debt ceiling needed to be raised in the summer of 2011, it went down to the wire and it looked as if there was a chance the united states would not raise the borrowing limit and default. we heard talk about social security payments not going out and that kind of thing. that's all led to the first downgrade in the u.s. credit rating, the stock market tanked. th

newman says it's not that simple, not by a long shot. she has done a lot of research on school shootings. i appreciate you being back on the program. you've studied rampage shootings like the one dating back to the 1970s. you say there are a lot of myths about them. talk to me about some of the myths. >> one of the myths is the idea that people snap. but we found that sometimes they plan these things as much as nine months in advance. another myth is that they are loners. they're very rarely loners, but they're people who have a lot of trouble in their social interactions, there is friction all around them. i have to say contrary to what you were just talking about, in the case of the shooters we looked at, they were almost never diagnosed or under treatment. and so they're often people who are completely missed by the mental health system. and we find out about their mental disorders in forensic settings after the fact. we also discover that they tell people a lot about what they're planning to do, but they do so in a way that is very difficult to interpret. they say things that are rat

last year. i'm joined now by rick newman, chief business krbt for u.s. news and world report. rick, it's good to have you here. as we talk did bsh we've been talking about the stalemate for weeks now about the fiscal cliff in washington d.c. how many affect does that really have on consumers during the holiday season? >> i'm surprised it hasn't had more of an affect. we're really only starting to see it seep into consumer thinking, i think, in the last few days, and to hear that washington has basically left town. it looks very dire for some kind of big deal, and, yet, holiday spending seems to be holding up so far. i mean, anecdotally is t seems to be holding up anyway. we won't know for sure until after the holidays. they seem to be saying, yeah, we know there's some problem in washington, but it's almost as if they're tuning it out and saying we're just going to get along with our holiday. >> as we wait to find the final analysis of what this holiday season really meant, we can talk about the marketses and what we're witnessing there because they were down on friday tumbling about 1

, members of the committee, deborah newman from the budget analyst office. as mr. kim has indicated, these funds were placed on reserve last april when sfmta came forward with proposal for issuing revenue bonds. and at that time, recently prior to that, the board of supervisors had approved the large motorola regional agreement that was a 12-year agreement with motorola to do a public safety regional data communication and radio communication system. and at that point, when the mta was coming forward, they raised a number of questions about how the sfmta project fit in with the regional motorola project and other city departments. there was a request to take a look at this and coordinate the efforts. as mr. kim has indicated, coit has looked at this and on october 18th recommended that the budget and finance committee release this reserve. we are therefore recommending approval of the release from the $1.6 million on reserve for the sfmta's radio system replacement project. however, i would also note that on october 18th, the coit also approved several other motions, one of which is
